Born in the norther part of Mexico in the small town of Cuidad Obregon, Sonora, owner and proprietor Carmen Leyva learned the true values of operating a small business and strong work ethics at a young age while working in her father's tortilla factory. The oldest daughter of 9 siblings, Carmen worked in her father's tortilla factory while helping her mother watch and cook for her family, and attending school during her childhood years. It was through her mother's influence that Carmen learned and appreciated the importance of using healthy and fresh ingredients while cooking family meals. Having desired to improve and better her life, Carmen moved to California and began working in Los Angeles. It was in Los Angeles where she met and befriended special friends form Guam who encouraged her to visit Guam. Having never heard about Guam, she seized the opportunity to visit Guam when she was invited to attend a friend's family wedding. Since the, Carmen has made Guam her home for the past 16 years. While first living on Guam, she missed many of the authentic and traditional meals and dishes prepared by her mother, and would often time prepare Mexican meals and dishes for close friends to eat.

Realizing early in her stay that Guam did not have any restaurants that served authentic Mexican dishes similar to home, Carmen was encouraged by many friends to open her own restaurant. She began her first business venture by opening a small take-out operation at the Chamorro Village serving a limited menu of authentic Mexican cuisine. Within a short time span, her operations soon became successful within the community, and 5 years later , Camen's take-out operations grew into a full-scale dining facility which is now "Carmen's Cha Cha Cha" Restaurant, serving both in-dining and carry-out dining customers, and specializing in small and large catering events and private party events in its private room, while providing many traditional and authentic Mexican dishes and other "signature" dishes incorporating a touch of Mexican flare created only by Carmen.
